The good practice guide
Everyone who handles food must make sure that it is safe to eat. There will always be food safety hazards , but they can be controlled if you understand how food becomes contaminated and how to prevent this from happening .
Most contamination of food occurs because of inappropriate actions taken by food handlers. You must therefore follow workplace rules for personal premises hygiene. Keeping yourself and the food preparation area clean also helps to create a good public image and to ensure legal compliance.
At every stage of the process, from delivery of raw ingredients through to service, you must handle food with care. understanding time and temperature control is particularly important.
This book provides practical advice and guidance to help you to keep food safe at all times and comply with food law. It will help you to understand the underlying principles of food safety and to apply these principles to develop good practice in your own work place.
1. Taking responsibility for food safety
As a food handler, you play a very important part in protecting consumers from harm. When working with food, you must make sure that nothing in or on the food you prepare, serve or sell to consumers can cause harm.
The importance of food safety
Food safety safeguards consumers’ health and well-being by protecting food from anything that could cause harm. High standards of food safety allow consumers to enjoy their food without experiencing illness, injury or other problems. Poor standards of food safety can lead to all kinds of harm and even death.
What if you get it wrong?
• Customers may complain about the food or become ill.
• Food not stored or handled properly will have to be thrown away.
• The food business may get bad reputation, lose customers and have to close down.
• Legal claims may be made against the food business.

• Food is safe to eat.

Common food hazards
A food hazard is anything in food that could cause harm to the consumer. There are hazards all around food premises.
The four main types of hazard are physical, chemical, microbial and allergenic.
Physical, chemical, microbial and allergenic hazards can contaminate food and cause injury or illness. For a food business, controlling these hazards- especially contamination by bacteria - is a big challenge.
Physical hazards
• Physical hazards include :
o Jewellery, hair and fingernails
o Plasters, broken glass or string
o Bits of equipment or machinery
o Bits of shell or bone
o Dust and dirt
o Pest droppings, fur or even dead bodies.
Physical hazards may cause:
• Chocking or broken teeth if a hard object falls into food
• Cuts inside the mouth if a sharp object is eaten
• A feeling of disgust if something is found in food that should not be there.
Chemical hazards
Chemical hazards include:
• Cleaning chemicals
• Pesticides residues on raw ingredients such a fruit and vegetables
• Poisonous plants and wild mushrooms
• Bait used to kill pests
Chemical hazards may cause:
• Food to taste unpleasant
• A burning sensation or sickness
• Long-term damage to the body
Microbial hazards
Microbial hazards include:
• Bacteria
• Viruses
• Moulds and yeast

Allergenic hazards
Allergenic hazards include:

• Dairy products

Contamination
Contamination describes when something harmful or offensive ends up in food. It occurs when hazards are not properly controlled. So hazards such as :
• Wood splinters, bit of glass or metal from machinery- can cause physical contamination.
• Cleaning fluids or pesticides-can cause chemical contamination
• Common ingredients, such as eggs or milk can cause allergen contamination
• Bacteria , viruses, moulds and yeasts can cause microbial contamination
As a food handler, you must try to prevent contamination, especially be bacteria .
Microbial contamination
You can become ill if you consume food that is contaminated be certain bacteria and viruses such as campylobacter an norovirus.
Bacteria can be found all around us . The places where food is prepared, served and sold can provide ideal conditions for bacteria to multiply .
Most bacteria are harmless, and some are used to help in the production of food ( for example yoghurt and cheese).Pathogenic ( disease –causing)bacteria, however, create major problem in the food industry .
Bacteria are the most common form of microbial contamination and are generally too small to be seen without a microscope. You cannot always tell from the appearance of food whether or not it is contaminated with bacteria.
Contaminated food can look, smell and taste normal but it can make you very ill.
Bacteria can be found everywhere, and typical source of bacteria in food premises include:
Raw food- bacteria (such as campylobacter and E.coli)
Are naturally present in the environment and in animal intestines, so bacteria may be carried into food premises on raw food such as meat, poultry, fish, shellfish, eggs, fruit and vegetables.
People: Bacteria (such as Staphylococcus aureus and salmonella) can be found on our skin, in our ears, nose, throat and hair and also live in huge quantities in our intestines.
Air and dust: Air carries dust and dirt that can contain pathogenic bacteria
Equipment: Bacteria can exist on the surfaces of equipment that have not been cleaned properly
Soil: Soil on raw vegetables and fruit may contain bacteria
Pets: Pet animals , birds and insects carry bacteria on and in their bodies and can spread them to food
Water: If untreated, water can carry bacteria on and contaminate raw, ready- to –eat food such as salad vegetables.
Food waste: All food waste must be kept separate and disposed of properly so that it cannot be used by mistake and or attract pests.
Bacterial multiplication
In the right conditions, bacteria will multiply by a process known as binary fission – one bacterium becomes two, two bacteria become four, four bacteria become eight etc. The conditions to support bacterial multiplication are:
Time
Under optimum conditions, bacteria can double in number every 10-20 minutes, so within hours one bacterium can multiply to over 10 million bacteria.
Warmth
Bacteria generally multiply between 5 Deg C and 63Deg C – a range known as the ‘danger zone’ – and the average ideal temperature for rapid bacterial multiplication is 37Deg C (the temperature of the human body).
Moisture
Like all other life forms, bacteria need water to live and multiply.
Nutrients
Bacteria need similar food to humans and can multiply to great numbers on high-protein food such as meat, meat products, poultry, eggs, milk and milk products, fish and seafood.
Bacterial spores
When conditions are not favourable – for example when temperatures exceed the danger zone during cooking, when there is no moisture or disinfectants are used – most bacteria die. However, some bacteria survive by forming spores – a hard cell-like structure that contains all the necessary material to continue life once conditions improve (even if this takes years). Once conditions improve, the spore reverts back to the form of a bacterium and is capable of multiplying again by binary fission.
Spore-forming bacteria that cause problems in the food industry are Clostridium perfringens (found on meat and in soil on vegetables), Clostridium botulinum (found in canned, bottled and vacuum-packed fish, meat, vegetables and sauces) and bacillus cereus (found on rice and in rice dishes).
Food poisoning
Food poisoning is caused by bacteria multiplying in or on food. The most common symptoms of food poisoning include:
• pain around the stomach and lower body (abdominal pain)
• diarrhea
• feeling sick (nausea) and being sick (vomiting).
Food poisoning can affect anyone, but some people will suffer more than others.
People most at risk from the effects of food poisoning are:
• very young children and babies
• elderly people
• those who have had a serious illness and are still recovering or someone who is already ill
• Pregnant women and nursing mothers.

যারা খাবার নিয়ে কাজ করেন তাদের দায়িত্ব খাবার নিরাপদ কিনা তা নিশ্চিত করা ।খাদ্য নিরাপত্তার ঝুঁকি সব সময়ই থাকে, কিন্তু কিভাবে খাবার দূষিত হয় এবং কিভাবে দূষিত হওয়া থেকে প্রতিরোধ করা যায় তা বুঝতে পারলে এসব নিয়ন্ত্রণ করা সম্ভব।
খাদ্য দূষণ বেশিরভাগ ক্ষেত্রে খাদ্য নিয়ন্ত্রণকারীর ভুল কার্যকলাপের কারনে ঘটে থাকে। সেজন্য আপনার কর্মক্ষেত্রের পরিচ্ছন্নতার নিয়মাবলী ব্যক্তিগত আবাসস্থলেও পালন করতে হবে। নিজেকে পরিষ্কার রাখা, সেইসাথে আপনার খাবার তৈরির স্থানকে পরিষ্কার রাখা মানুষের কাছে ইতিবাচক ভাবমূর্তি তৈরিতেও সাহায্য করে এবং আইনী বৈধতাও নিশ্চিত করে।

১। খাদ্য নিরাপত্তার দায়িত্ব গ্রহণ
একজন খাদ্য নিয়ন্ত্রণকারী হিসেবে ভোক্তাদের ক্ষতি হওয়া থেকে রক্ষার জন্য আপনার দায়িত্ব অত্যন্ত গুরুত্বপুর্ণ। খাবার নিয়ে কাজ করার সময় যে খাবার প্রস্তত করে ভোক্তাদের সেবায় পরিবেশন করছেন বা বিক্রি করছেন তার ভেতরে ক্ষতিকর কিছু নেই তা নিশ্চিত করুন।
খাদ্য নিরাপত্তার গুরুত্ব
খাদ্য নিরাপত্তা খাবারকে ক্ষতিকারক সবকিছু থেকে রক্ষা করে অতঃপর ভোক্তাদের সুস্বাস্থ্য ও সুস্থ জীবন নিশ্চিত করে। খাদ্য নিরাপত্তার উচ্চমানের কারনে ভোক্তারা অসুস্থতা,পীড়া বা অন্য কোন সমস্যার সম্মুখীন না হয়েই তাদের খাবার উপভোগ করতে পারেন। খাদ্য নিরাপত্তার নিম্নমান সব ধরনের ক্ষতি করতে পারে, এমনকি মৃত্যুও ঘটাতে পারে।
আপনি এসব সঠিকভাবে না বুঝে থাকলে কি হতে পারে?
• ক্রেতা আপনার খাবার সম্পর্কে অভিযোগ করতে পারে অথবা ক্রেতা অসুস্থ হয়ে পড়তে পারে।
• খাবার ভালভাবে মজুত বা সংরক্ষণ না করলে তা ফেলে দিতে হতে পারে।
• খাবারের ব্যবসার সুনাম নষ্ট হতে পারে, ক্রেতা হারাতে পারেন,ফলে ব্যবসা বন্ধ হয়ে যেতে পারে।
• খাবার ব্যবসার বিরুদ্ধে আইনী ব্যবস্থাও নেওয়া হতে পারে।
আপনি এসব সঠিকভাবে বুঝে থাকলে কি হতে পারে?
• খাবার টি নিরাপদ।
• খাবারের অপচয় কম হওয়ায় খরচও কমে যাবে।

সাধারণ খাদ্য-ঝুঁকিসমুহ
খাদ্য-ঝুঁকি বিষয়টিহল খাবারে এমন কিছুর উপস্থিতি যা ভোক্তার ক্ষতির কারণ হতে পারে। খাদ্য জগতের চারিদিকেই ঝুঁকি রয়েছে।
প্রধান চার প্রকার খাদ্য-ঝুঁকিসমুহ অনেকটা এরকমঃ শারীরিক,রাসায়নিক,জীবাণুগত এবং এলার্জি সৃষ্টিকারী।
শারীরিক,রাসায়নিক,জীবাণুগত এবং এলার্জি সৃষ্টিকারী ঝুঁকিগুলো খাবারকে দূষিত করতে পারে এবং পীড়া বা অসুস্থতার কারণ হতে পারে। এই ধরনের ঝুঁকিগুলো, বিশেষ করে ব্যাকটেরিয়া ঘটিত দূষণ নিয়ন্ত্রন করা খাবারের ব্যবসার জন্য একটি বড় চ্যালেঞ্জ।
শারীরিক ঝুঁকিসমুহ
• শারীরিক ঝুঁকিগুলোর মধ্য রয়েছেঃ
o অলংকার,চুল এবং আঙুলের নখ
o প্লাস্টার,ভাঙ্গা গ্লাস অথবা তার
o কিছু সাজসরঞ্জামের জিনিস অথবা যন্ত্রপাতি
o কিছু খোলস বা হাড়
o ধুলো-ময়লা
o কীটপতঙ্গ পড়া,লোম অথবা মৃত দেহ পড়া।
শারীরিক ঝুঁকিগুলোর কারনে যা ঘটতে পারেঃ
• খাবারের মধ্যে কোন শক্ত বস্তু পড়লে দাঁত নড়ে বা ভেঙে যেতে পারে
• কোন ধারালো বস্তু খেয়ে ফেললে মুখের ভেতরে কেটে যেতে পারে
• খাবারের মধ্যে অবাঞ্ছিত কোন বস্তু পাওয়া গেলে ঘৃনার অনুভুতি সৃষ্টি হতে পারে।
রাসায়নিক ঝুঁকিসমুহঃ-
রাসায়নিক ঝুকিগুলোর মধ্যে রয়েছেঃ-
• পরিষ্কার করার কাজে ব্যবহৃত রাসায়নিক
• কাঁচামাল; যেমন ফল ও তরিতরকারীতে থাকা কীটানাশক এর অবশিষ্টাংস
• বিষাক্ত গাছ ও বুনো মাশরুম
• কীটপতঙ্গ নিধনের জন্য ব্যবহৃত টোপ।
রাসায়নিক ঝুঁকিগুলোর কারনে যেগুলো ঘটতে পারেঃ-
• খাবার বিস্বাদ লাগবে
• জ্বালাপোড়ার অনুভুতি বা অসুস্থতা
• দীর্ঘস্থায়ী শারীরিক ক্ষতি।
অণুজীবঘটিত ঝুঁকিসমুহ
অণুজীবঘটিত ঝুঁকিগুলোর মধ্যে রয়েছে
• ব্যাকটেরিয়া
• ভাইরাস
• ছাতা ও ঈস্ট
জীবাণু ঘটিত ঝুঁকিগুলোর কারনে যেগুলো ঘটতে পারেঃ
• খাদ্যে বিষক্রিয়া
• খাদ্য বাহিত রোগ
এলার্জি সৃষ্টিকারী ঝুঁকিসমুহ
এলার্জি সৃষ্টিকারী ঝুঁকিগুলোর মধ্যে রয়েছে-
• বাদাম
• দুগ্ধজাত পন্য
• শেলমাছ
এলার্জি সৃষ্টিকারী ঝুঁকিগুলোর কারনে যা ঘটতে পারেঃ
• মৃদু থেকে মাঝারি এলার্জি জনিত প্রতিক্রিয়া
• এনাফাইলাক্সিস
দূষণঃ
খাবারের মাঝে ক্ষতিকর পদার্থের উপস্থিতিই দূষণ। খাদ্য ঝুঁকির যথাযথ নিয়ন্ত্রণ না থাকলে খাদ্য দূষিত হয়। ঝুঁকিগুলোঃ-
• কাঠের চটা,কাঁচের অথবা ধাতব যন্ত্রপাতির ছোট টুকরো শারীরিক দূষণ ঘটাতে পারে।
• পরিষ্কারকার্যে ব্যবহৃত তরল বা কীটনাশক রাসায়নিক দূষণ ঘটাতে পারে।
• সাধারন উপাদান যেমন, ডিম বা দুধ এলার্জি সৃষ্টিকারী দূষণ ঘটাতে পারে।
• ব্যাকটেরিয়া, ভাইরাস,ছাতা এবং ঈস্ট জীবাণুঘটিত দূষণ ঘটাতে পারে।
খাদ্য নিয়ন্ত্রনকারী হিসেবে আপনাকে অবশ্যই দূষণ, বিশেষ করে ব্যাকটেরিয়া ঘটিত দূষণ প্রতিরোধের সার্বিক চেষ্টা করতে হবে।
অণুজীবঘটিত দূষণ
আপনি যদি নির্দিষ্ট কিছু ব্যাকটেরিয়া ও ভাইরাস যেমন, কম্পাইলোব্যাকটেরিয়া ও নরোভাইরাস দ্বারা দূষিত খাদ্য গ্রহণ করেন তবে আপনি অসুস্থ হয়ে পড়তে পারেন।
আমারদের চারপাশে সবখানেই ব্যাকটেরিয়া রয়েছে। যেই স্থানে খাবার তৈরি,পরিবেশন ও বিক্রয় করা হয় সেটা ব্যাকটেরিয়াদের বংশবৃদ্ধির জন্য আদর্শ স্থান হয়ে উঠতে পারে।
বেশিরভাগ ব্যাকটেরিয়াই নিরীহ এবং কিছু ব্যাকটেরিয়া খাবার তৈরিতেও ব্যবহৃত হয়( উদাহরণ স্বরুপ বলা যায় দই ও পনির)।যে কোন উপায়েই হোক প্যথোজেনিক(রোগ-জনক)ব্যাকটেরিয়া খাদ্য শিল্পে বিরাট সমস্যার সৃষ্টি করছে।
অণুজীবঘটিত দূষণের ক্ষেত্রে ব্যাকটেরিয়া দ্বারা দূষণ সবথেকে বেশি দেখা যায়। এরা এতটা ক্ষুদ্র হয় যে অণুবীক্ষণ যন্ত্র ছাড়া এদের দেখা সম্ভব না। চোখে দেখে সবসময় বলা সম্ভব নয় যে খাবারটি ব্যাকটেরিয়া দ্বারা দূষিত হয়েছে কিনা।
দুষিত খাবারের চেহারা,গন্ধ ও স্বাদ সাভাবিক হতে পারে,কিন্তু এটি আপনাকে ভীষণ অসুস্থ করে দিতে পারে।
সবজায়গায় ব্যকাটেরিয়া পাওয়া যায়, এবং খাবার তৈরি এলাকার যেসব স্থানে সচরাচর ব্যাকটেরিয়া থাকে সেগুলোঃ-
কাঁচা খাবারের ব্যাকটেরিয়াগুলো (যেমন কম্পাইলোব্যক্টের ও ই.কোলাই)
স্বাভাবিকভাবে আশপাশেই থাকে এবং পশুর নাড়িভুঁড়িতে তো ব্যাপক পরিমাণে থাকে। তাই কাঁচা খাবার যেমন, মাংস, হাঁসমুরগি, মাছ, শেলমাছ, ডিম, ফলমূল এবং শাকসবজির মাধ্যমে ব্যকটেরয়া খাবার তৈরির স্থানে প্রবেশ করতে পারে।
মানুষজনঃ ব্যাকটেরিয়া (যেমন স্টেফাইলোকক্কাস অরিয়াস ও সালমোনেলা) পাওয়া আমাদের চামড়াতে; কানে,নাকে,গলাতে ও চুলে পাওয়া যায়। আর এই ব্যাকটেরিয়া আমাদের নাড়িভুঁড়িতে প্রচুর সংখ্যায় বাসকরে ।
বায়ু ও ধুলাঃ বাতাসে ধুলা ও ময়লা থাকেযার মধ্যে আবার প্যথোজেনিক ব্যকটেরিয়া থাকে।
সাজ-সরঞ্জামঃ ভালভাবে পরিষ্কার না করা সাজ-সরঞ্জামের(ব্যবহার্য জিনিসপত্র) গায়ে ব্যাকটেরিয়া থাকতে পারে।
মাটিঃ কাঁচা শকাসবজি ও ফলমূলে লেগে থাকা মাটিতে ব্যাকটেরিয়া থাকে।
পোষ্যঃ পোষা জীবজন্তু, পখি ও পোকামাকড় তাদের শরীরের বাইরে এবং ভেতরে ব্যাকটেরিয়া বহন করে আর সেগুলোকে খাবারে ছড়িয়ে দিতে পারে।
পানিঃ পানি যদি অপরিশোধিত হয় তবে তা ব্যাকটেরিয়া বহণ করতে পারে এবং কাঁচাখাওয়ার জন্য প্রস্তুত খাবার যেমন শাকসবজির সালাদ, ইত্যাদিকে দূষিত করতে পারে।
খাদ্যের বর্জ্যঃ সব ধরনের খাবারের বর্জ্য অবশ্যই আলাদাকরে রাখতে হবে এবং যথাযথভাবে নষ্ট করেফেলতে হবে, যাতে করে ভুল করেও যেন সেগুলো আবার ব্যবহৃত না হয়।
ব্যাকটেরিয়াদের বংশবৃদ্ধিঃ
অনুকূল পরিবেশ পেলে ব্যাকটেরিয়া বাইনারি ফিশন নামে পরিচিত একটি প্রক্রিয়ার মধ্যমে বংশবৃদ্ধি করে। একটি ব্যাকটেরিয়া হয়ে যায় দুটি, দুটি হয়ে যায় চারটি, চারটি হয়ে যায় আটটি। যে ধরনের পরিবেশ ব্যাকটেরিয়ার বংশবৃদ্ধিতে সাহায্য করে সেগুলোঃ-
সময়
সবচেয়ে অনুকূল পরিবেশে ব্যাকটেরিয়া প্রতি ১০-২০মিনিটে সংখ্যায় দ্বিগুণ হতে পারে। সুতরাং একটি ব্যাকটেরিয়া কিছু ঘণ্টার মাঝে এক কোটিরও বেশি ব্যাকটেরিয়ার জন্ম দিতে পারে।
উষ্ণতা
ব্যাকটেরিয়া সাধারণত ৫ ডিগ্রী সেঃ থেকে ৬৩ডিগ্রী সেঃ তাপমাত্রার মধ্যে বংশবৃদ্ধি করে।এই রেঞ্জ ‘ডেঞ্জার জোন’ নামে পরিচিত।ব্যাকটেরিয়ার বংশবৃদ্ধির জন্য আদর্শ তাপমাত্রা ৩৭ ডিগ্রী সেঃ(মানব দেহের তাপমাত্রা)।
আর্দ্রতা
অন্যান্য সব প্রাণীর মত ব্যাকটেরিয়ারও বেঁচে থাকার জন্য ও বংশবৃদ্ধির জন্য পানির প্রয়োজন হয়।
পরিপোষক পদার্থ
মানুষের মতই ব্যাকটেরিয়ারও খাবারের প্রয়োজন হয়। এসব আবার অনেক উচ্চ-আমিষ জাতীয় খাদ্য যেমন, মাংস ও মাংসজাত দ্রব্য,হাঁসমুরগি,ডিম,দুধ ও দুগ্ধজাত দ্রব্য,মাছ, সীফুড ইত্যাদি।
ব্যাকটেরিয়ার স্পোর
অনুকূল প্ররিবেশ না পেলে; উদাহরনস্বরূপ, রান্নার সময় যখন তাপমাত্রা ডেঞ্জার জোন কে অতিক্রম করে যায়,যখন সেখানে কোন আর্দ্রতা থাকেনা অথবা কোন জীবাণুনাশক পদার্থ ব্যবহৃত হয় তখন বেশিরভাগ ব্যাকটেরিয়াই মরে যায়। তাসত্ত্বেও কিছু ব্যাকটেরিয়া স্পোর-গঠনের মাধ্যমে বেঁচে যায়। স্পোর হল একটি শক্ত কোষের মত কাঠামো যার মধ্যে অনুকূল পরিবেশে প্রাণসঞ্চারনের জন্য সব ধরনের প্রয়োজনীয় উপাদান বিদ্যমান থাকে(এমনকি প্রয়োজনে বহুবছর থাকে)।একবার পরিবেশ অনুকূল হলেই স্পোর পূণরায় একটি ব্যাকটেরিয়ায় পরিনত হয় এবং এটি পূণরায় বাইনারি ফিশণের মাধ্যমে বংশবৃদ্ধি করতে সক্ষম হয়।
খাদ্য শিল্পে সমস্যা সৃষ্টি করে এমন স্পোর গঠনকারী ব্যাকটেরিয়াসমুহ হল ক্লোসট্রিডিয়াম পেরফ্রিনজেন্স(মাংসে ও শাকসবজিতে লেগেথাকা মাটিতে পাওয়া যায়), ক্লোসট্রিডিয়াম বটুলিনাম(ক্যানজাত,বোতলজাত ও ভ্যাকুয়াম-প্যাকড মাছ,মাংস,শাকসবজি ও সসে পাওয়া যায়) এবং বাসিল্লাস সেরেয়াস(চাল ও রাইস ডিশগুলোয় পাওয়া যায়)
খাদ্যে বিষক্রিয়া
খাবারে বা খাবারের ভিতরে ব্যাকটেরিয়াদের বংশবৃদ্ধির কারনে খাদ্যে বিষক্রিয়া ঘটে ।খাদ্যে বিষক্রিয়ার সবচেয়ে সাধারণ লক্ষণগুলোর মধ্য রয়েছেঃ
• পাকস্থলির চারপাশে ও শরীরের নিম্নাংশে ব্যথা( পেট ব্যথা)
• ডাইরিয়া
• অসুস্থ অনুভুত হবে(বমি বমি ভাব) এবং অসুস্থহয়ে পড়বে(বমি)
খাদ্যে বিষক্রিয়া সবাইকেই ক্ষতিগ্রস্থ করতে পারে,কিন্তু কিছু মানুষের কষ্ট অন্যদের চাইতে অনেক বেশি হতে পারে।
খাদ্যে বিষক্রিয়ার প্রভাবের ঝুঁকিতে থাকা ব্যক্তিরা হলেনঃ-
• খুবই ছোট ছেলেমেয়ে ও শিশুরা।

Noise is an environmental phenomenon where human are exposed throughout their life. Noise, which is usually, defined in various ways likely an unwanted sound, independent of loudness that may cause undesired physiological and psychological effect in human being. Noise is not only an annoyance but also a hazard to human’s physical and mental will-being. On the other hand, noise pollution is one of the most harmful pollution that can be defined as unwanted or offensive sounds which unreasonably interfere into daily activities (Ayaz &Rahman, 2011; Haq, Islam, Ali, Haque, & Akhand, 2012). Though noise is responsible for various environmental problems but it is very difficult to quantify associated costs related to problems. Motorised traffic is the principal source of transport noise and according to OECD there are four categories of impact from transport noise such as productivity losses due to poor concentration, communication difficulties or fatigue due to insufficient rest; health care costs to rectify loss of sleep, hearing problems or stress; lowered property values; loss of psychological well-being (Ayaz & Rahman, 2011). Apart from transport noise there are some other types of noise which are the following:
· Construction noise.
· Domestic noise.
· Including a domestic activity involving the use of machinery, domestic machine noise, such as air conditioners and pool pumps
· Rubbish collection, street-sweeping machines, etc.
· Building intruder alarm systems
· Frost fans (used in primary production to prevent frost damage to crops).
· Industrial Noise.
· Peoples Noise.

Existing scenario
In Bangladesh noise problem, especially transport noise, is severe owing to some reasons such as vehicles horns are abused by drivers, horn is used to get right of way, strength of horn decides the power of vehicles, existence of non-motorized vehicle on the same track encourage the use of horn, use of hydraulic horn, most drivers like horn signal than light indicator signal for lane changing (Ayaz & Rahman, 2011).
In case of Dhaka City, the inhabitants of Dhaka City are being exposed to high level of noise pollution. As a result, uncontrolled noise of Dhaka city has made a serious and vulnerable situation for the dwellers. Noise pollution is adversely affecting the environment of this city and hampering physical and mental peace, and thus become a cause of an alarming health hazard (Alam, Rauf, & Ahmed, 2001; Haq et al., 2012).
To control the sound/noise pollution, the Ministry of Environment and Forestry has been formulated ‘The Sound Pollution (control) Rules, 2006’. To set up the acceptable levels of noise, various standards are being used in different countries to combat the hazards of noise pollution. Limits of the acceptable noise levels for different areas in Bangladesh recommended by Bangladesh Department of Environment (DoE) are shown in the following table.

Recommendations
To combat noise the approaches can be divided into three categories such as source control, noise shielding and noise reduction.
Source Control
· Control of vehicle devices, vehicle maintenance practices, traffic control
· Strict regulations and enforcement of laws
· Increasing people awareness, mass media like television, radio, newspapers may be helpful to a great extent in this purpose.
Noise Shielding: The source of most outdoor noise worldwide is mainly caused by machines and transportation systems, motor vehicles, aircrafts and trains. The idea of noise shielding is to use various methods to block the noise to reduce the disturbance of activities.
· Use of building to create “Shadow zones”
Transportation noise could be shielded by cautious arrangement of buildings, e.g. establishing a building of non-sensitive use multi-storied car park or shopping centre near the noise source or extending a small part of a building bulk. “Noise shadow zone” can shield buildings of sensitive land use areas.
· Noise barrier construction
Noise barriers are the most effective method of mitigating roadway, railway and industrial noise sources other than cessation of the source activity or use of source controls.
· Tree plantation along the footpath to shield noise
Noise Reduction: Apart from noise shielding, noise can be reduced by better arrangement of building and absorb the noise by different materials.
· Road and building alignment
By leaving distance between the noise source and residential area, disturbance by noise could be reduced. The diagrams show how transportation noise is reduced by keeping distance from the railway in Hong Kong.
· Road pavement
To prevent noise, materials with characteristic of sound blocking and sound absorbing are suggested as followed.

শব্দ পরিবেশের এমন একটি উপাদান যা দ্বারা পরিবেষ্টিত হয়ে মানুষ সমস্ত জীবন বসবাস করে। শব্দ দূষণ বলতে মানুষের সহ্যসীমার অতিরিক্তশব্দ বোঝানো হয়ে থাকে যার তীব্রতা শারীরিক ও মানসিক ক্ষতি সাধন করে। শব্দ দূষণশুধুমাত্র বিরক্তিরই কারণ নয় বরং মানুষের শারীরিক এবং মানসিক বিকাশের পথে বাধাস্বরূপ। শব্দ দূষণকে অযাচিত ও তীব্র শব্দ বলেও সংজ্ঞায়িত যায় এবং এটি মানুষের প্রাত্যহিক জীবনের জন্য ব্যপক ক্ষতিকর; অন্য সকল দূষণের মাঝে এটি অন্যতম ভয়াবহদূষণ হিসেবে পরিগণিত। (আয়ায ও রহমান,২০১১; হক, ইসলাম, আলী, হক এবং আকন্দ, ২০১২)। যদিও শব্দ দূষণ বিভিন্ন ধরনের ক্ষতি সাধন করে থাকে, তবু সেই ক্ষতির পরিমাণ নির্ধারণ করা খুবই কঠিন। যন্ত্রচালিত বাহনই যানবাহনগত শব্দদূষণের প্রধান উৎস। ওইসিডি (OECD) অনুসারে যানবাহনসৃষ্ট শব্দদূষণের ক্ষতিকে চারভাগে ভাগ করা যায়- একাগ্রতার অভাবে উৎপাদন ঘাটতি, অপ্রতুলবিশ্রাম এর কারণে যোগাযোগ সমস্যা বা ক্লান্তি, পর্যাপ্ত ঘুমের অভাবজনিত শারীরিক সমস্যা ( যেমন- শ্রবণশক্তির হ্রাস), অবসাদ বা এমন জাতীয় সমস্যা সমাধানে আর্থিক ক্ষতি, মানসিক ক্ষতি ( আর্থিক ভারসাম্যহীনতা, সম্পত্তির অবমূল্যায়ন ইত্যাদি) (আয়ায ও রহমান,২০১১)। যানবাহনগত শব্দ দূষণ ছাড়া আরওবিভিন্ন ধরনের শব্দ দূষণ রয়েছে,
ক)নির্মাণজনিত শব্দ দূষণ।
খ)গৃহস্থালি ঘটিত শব্দ দূষণ (বাড়ি-ঘরে ব্যবহৃত বিভিন্ন যন্ত্রের ব্যবহারের কারণে উদ্ভুত শব্দ দূষণ, যেমন- শীতাতপ নিয়ন্ত্রণ যন্ত্র, সুইমিং পুল পরিষ্কার করার যন্ত্র ইত্যাদি)।
গ)আবর্জনা সংগ্রহ ও রাস্তা পরিষ্কার করার কাজে ব্যবহৃত যন্ত্রসৃষ্ট শব্দ দূষণ।
ঘ)বাড়ী-ঘরে লাগানো অনুপ্রবেশকারী ঠেকাতে ব্যবহৃত এলার্ম জনিত শব্দ দূষণ।
ঙ)ফ্রস্ট ফ্যান (ফসলের ক্ষতি মোকাবিলায় ব্যবহৃত হয়)।
চ)কলকারখানাজনিত শব্দ দূষণ।
ছ)সাধারণ মানুষের কারণে তৈরি হওয়া শব্দ দূষণ।
জ)পশু পাখির কারণে তৈরি হওয়া শব্দ দূষণ।

বর্তমান প্রেক্ষাপটঃ
বাংলাদেশে বিশেষভাবে যানবাহনসৃষ্ট শব্দদূষণের অবস্থা ভয়াবহ। এর বহুবিধ কারণের মাঝে উল্লেখযোগ্য হল গাড়িচালকদের ইচ্ছামত হর্ন এর ব্যবহার। দ্রুত রাস্তা বের করার জন্য মানুষ এমন ব্যবহার করে থাকে এবং হর্নের তীব্রতার উপর যানবাহনের শক্তি বিচার হয়। অর্থাৎ যে যানবাহন যতটা জোরে হর্ন বাজাতে পারে তার শক্তি ততটাই বেশি বলে বিবেচিত হয়; তার জন্য রাস্তা পাওয়াটাও ততটাই সহজ। এখানে একই রাস্তায় যন্ত্রচালিত এবং যান্ত্রিক নয় এমন যানবাহন (যেমন-রিক্সা, সাইকেল ইত্যাদি) চলাচল করে যার ফলে যন্ত্রচালিত যানবাহনের চালকেরা ঘন ঘন জোরে হর্ন বাজানোর অভ্যাসে আবদ্ধ হয়ে পড়েছেন। এখানে যানবাহনে হাইড্রোলিক হর্ন ব্যবহার করা হয় এবং চালকেরা এক রাস্তা থেকে অন্য রাস্তায় যাবার সময় বা দিক পরিবর্তনের সময় আলোর সঙ্কেত ব্যবহার না করে হর্ন বাজাতেই বেশি স্বাচ্ছন্দ্য বোধ করেন (আয়ায ও রহমান, ২০১১)।
ঢাকা শহরের ক্ষেত্রে খুব সহজেই বলা যায় যে, ঢাকার অধিবাসীরা অতি উচ্চমাত্রার শব্দ দূষণের ঝুঁকিতে বসবাস করেন। অনিয়ন্ত্রিত এই শব্দ দূষণের ফলে এই শহরের অধিবাসীদের জন্য চিন্তার উদ্রেকজনক, ঝুঁকিপূর্ণ একটি অবস্থার সৃষ্টি হয়েছে। এই শহরে এমন উচ্চমাত্রার শব্দদূষণের কারণে পরিবেশ সম্পূর্ণ নষ্ট হচ্ছে এবং মানুষের শারীরিক ও মানসিক শান্তি বিঘ্নিত হচ্ছে যা ভয়ঙ্কর স্বাস্থ্য ঝুঁকির কারণ (আলম, রউফ ও আহমদ,২০১১; হক ওঅন্যান্য, ২০১২)।
শব্দ দূষণ নিয়ন্ত্রণকল্পে বাংলাদেশ বন ও পরিবেশ মন্ত্রনালয় “শব্দদূষণ (নিয়ন্ত্রণ) বিধিমালা, ২০০৬” জারি করেছে। শব্দ দূষণ নিয়ন্ত্রণে বিশ্বের বিভিন্ন দেশে বিভিন্ন আদর্শ ব্যবহার করে শব্দ সহ্যশক্তির সীমা নির্ধারিত হয়েছে। নিচে বাংলাদেশ ডিপার্টমেন্ট অব এনভায়রনমেন্ট (ডিওই) দ্বারা নির্ধারিত শব্দের সহ্যমাত্রার (স্থান ও কাল ভেদে) একটি তালিকা দেওয়াহল,

সুপারিশঃ
শব্দ দূষণ প্রতিরোধে গ্রহণীয় পদক্ষেপসমূহকে তিন ভাগে ভাগ করা যেতে পারেঃ
ক) উৎস নিয়ন্ত্রণ,
খ) শব্দ প্রতিরোধক ব্যবস্থা,
গ) শব্দ দূষণহ্রাস করা।
ক)উৎস নিয়ন্ত্রণঃ
যানবাহনে ব্যবহৃত যন্ত্র নিয়ন্ত্রণ, নিয়মিত যানবাহন নজরে রাখা, রাস্তায় যানবাহন নিয়ন্ত্রণ করে শব্দ দূষণ নিয়ন্ত্রণ সম্ভব।
· কড়া নজরদারি এবং আইনের যথাযথ ও সুষ্ঠু প্রয়োগ।
· বহুল প্রচারিত গণমাধ্যম, যেমন-টিভি, রেডিও, সংবাদপত্রের মাধ্যমে জনগনের মাঝে শব্দ দূষণ সংক্রান্ত সচেতনতা বৃদ্ধি।
খ)শব্দ প্রতিরোধক ব্যবস্থাঃ
সারা বিশ্বব্যাপী শব্দ দূষণের অন্যতম প্রধান উৎস হল যন্ত্র ও যন্ত্র চালিত যানবাহন, যেমন- মোটরগাড়ি, বিমান, ট্রেন ইত্যাদি। শব্দ প্রতিরোধক ব্যবস্থা হল এমন একটি ধারণা যাতে বিভিন্ন মাধ্যমে শব্দ প্রতিরোধ করে দূষণ কমানো যায়।
· দালান ব্যবহার করে ‘শ্যাডো-জোন’ তৈরি করাঃ
পরিকল্পনা মাফিক দালান বা ইমারত তৈরি করে যানবাহন সৃষ্ট শব্দ দূষণ প্রতিরোধ সম্ভব। যেমন- বহুতল গাড়ি পার্কিং বা শপিং সেন্টার তৈরি করে শব্দ দূষণের উৎসের কাছাকাছি কোন জায়গায় বা দালানের ছোট কোন অংশ আয়তনে যদি খানিকটা বাড়ানো যায় তবে উৎস থেকে সৃষ্ট উচ্চমাত্রার শব্দকে বাধা দিয়ে তার মাত্রা কমিয়ে আনা সম্ভব। এমন পরিকল্পিত দালানের শব্দ প্রতিরোধী অংশকেই শ্যাডো জোন বলা হয়। এমন দূষণও শ্যাডো জোন দ্বারা নিয়ন্ত্রণ সম্ভব।
· শব্দ দূষণ প্রতিরোধক তৈরি করাঃ
রাস্তাঘাট,রেলওয়ে এবং শিল্প এলাকার শব্দ দূষণ কমানোর সবচেয়ে ভালো উপায় হল শব্দদূষণ প্রতিরোধক তৈরি করা। উৎস নিয়ন্ত্রণ এর থেকেও এই মাধ্যম বেশি কার্যকরী।
· ফুটপাথে এবং রাস্তার পাশে বৃক্ষরোপণ এর মাধ্যমে দূষণ প্রতিরোধক তৈরি করা যায়।
গ)শব্দ দূষণ হ্রাসকরণঃ
দূষণ প্রতিরোধক ব্যবস্থার পাশাপাশি উন্নত পরিকল্পনা মাফিক ইমারত তৈরি করে এবং বিভিন্ন শব্দ শোষণকারী উপকরণ বা উপাদান ব্যবহার করে শব্দ দূষণের হ্রাস সম্ভব।
· রাস্তা ও ইমারতের সরল রৈখিকীকরণঃ
আবাসিক এলাকা এবং শব্দের উৎসের মাঝে দূরত্ব বাড়ানোর মাধ্যমে দূষণগত সমস্যা কমানো সম্ভব হয়। নিচের রেখাচিত্রগুলো থেকে দেখা যাচ্ছে আবাসিক এলাকা এবং রেল চলাচলের জায়গায় অন্তর্বর্তী দূরত্ব বৃদ্ধি করে হংকং’এ একইভাবে শব্দ দূষণের ক্ষতি হ্রাস করা হয়েছে।
· রাস্তা প্রশস্তকরনঃ
শব্দদূষণ প্রতিরোধে শব্দ প্রতিরোধী এবং শব্দ শোষণে সক্ষম উপাদানের তালিকা নিম্নরুপ।
