- Les règles définies par le dernier POS (Plan d’Occupation des Sols) de Yaoundé de 2015 et le Certificat d’Urbanisme, sont les règles qui prévalent au Cameroun en matière d’urbanisme.
Le POS est un document général à Yaoundé et le Certificat d’Urbanisme est un document délivré pour chaque terrain afin de définir et sertir les constructions sur ce dernier.
La réglementation française ne peut être appliquée à ce niveau compte tenu de ses spécificités urbaines propres à la France.
- Cette règlementation est légère et nous vous conseillons de l’appliquer. Il va sans dire que le contexte de Jamot est un contexte urbain contrairement à Mfou qui est du semi-rural. La réglementation retenue est celle de Yaoundé.
L’effectif projeté classe l’hôpital Jamot dans un Etablissement Recevant du Public (ERP) de 3eme catégorie (301 à 700 personnes, public et personnel) et 4eme catégorie (moins de 300 personnes) pour Mfou.
- Les couloirs qui ont de 3m de large sont suffisamment larges. Les escaliers sont de 1,50m (trame) et doivent mesurer 1,40m minimum de passage. Ceci pour répondre au passage des brancards et à l’évacuation. Nous soulignons le fait que le nombre des escaliers est insuffisant et que aucune issue de secours donnant sur l’extérieur n’est visible. Par ailleurs le niveau de plans de MFOU ne permet pas de juger les escaliers ni les issues de secours extérieures car ils n’y sont pas clairement implantés.
- Le projet devra être accompagné d’une notice de sécurité validée par le service des sapeurs-pompiers, organisme habilité à vérifier la réglementation camerounaise en matière d’évacuation. Cette réglementation est basée sur la réglementation française. A ce stade il est impossible de se prononcer car nous n’avons pas l’effectif exact du personnel travaillant dans les locaux ni les flux des usages.

- Ces données sont spécifiques à Jamot Yaoundé mais pas à Mfou. Ce sont des règles générales qui englobent tous types de projets de construction recevant du public.
- 7m de large est la largeur requise pour toute route intérieure à double circulation.
- 16m est la hauteur maximale indiquée sur le Certificat d’Urbanisme. Une dérogation doit être demandée au niveau de l’avant-projet pour modification du Certificat d’Urbanisme avant le dépôt du Permis de Construire.
- 16m est le point le plus haut des constructions par rapport au niveau 0 du sol pas du sous-sol.
- L’espace maximal au sol comprend les surfaces données par limites de l’implantation des bâtiments.
- Mfou ne présente aucun souci à ce sujet.
- La compréhension des retraits 5m par rapport à la route et 3m par rapport aux limites mitoyennes est juste.
- Les parcelles concernées ont plus de 15m de profondeur.
- La route d’accès venant de l’extérieur doit avoir 12m de large minimum.

Translation - English Answer 1
- The rules laid down by the last 2015 FAR (Floor Area Ratio) of Yaounde and the town planning certificate are the town planning regulations in force in Cameroon.
The FAR is a general document for Yaounde while the town planning certificate is a document issued for every plot; to define and set out construction works on the said plot.
French regulations cannot be applicable at this level given the town planning features specific to France.
- These regulations are less strict and we advice you to apply them. It goes without saying that Jamot is located in a town setting unlike Mfou which is situated in a semi-rural setting. The regulations applicable are those of Yaounde.
The numbers envisaged classify the Jamot hospital as a 3rd category Place of Assembly (POA) with 301 to 700 persons (public and staff) and the Mfou hospital as 4th category with less than 300 persons.
- The corridors which are 3m wide are sufficiently spacious. The stairs are 1.50m (frame) and should measure 1.40m minimum for the passage. This is to give way for stretchers and enable evacuation. We underscore the fact that the number of stairs is insufficient and that there is no visible emergency exit which faces outside. Furthermore, the design drawings of Mfou does not allow one to assess either the stairs or external emergency exits because they are not clearly set out.
- The project should be accompanied by a security notice approved by the fire-fighting department which is the body in charge of verifying Cameroon's regulations on evacuation. This regulation is drawn from the French regulation. At this stage, one cannot express an opinion because we neither know the exact number of staff working on the premises nor the approximate number of users.
