Kurz bevor dieser Geschäftsbericht fertig gestellt wurde, verabschiedete der Bundestag das von der Zivilgesellschaft seit vielen Jahren geforderte Informationsfreiheitsgesetz. Der Einsatz von Transparency Deutschland und vier weiteren zivilgesellschaftlichen Organisationen war ein wesentlicher Grund dafür, dass dieser wichtige Schritt auf dem Weg zu einer transparenten und bürgernahen Verwaltung endlich verwirklicht werden konnte. In über 50 Ländern der Welt garantieren Informationsfreiheitsgesetze den Bürgern und Bürgerinnen bereits das Recht auf Akteneinsicht. Wenn auch eingegrenzt durch zahlreiche Ausnahmen haben nun auch in Deutschland die Bürger und Bürgerinnen Zugang zu behördlichen Informationen der Bundesverwaltung, die bisher vertraulich waren. Ein wichtiger Beitrag zur Transparenz, die für TI eine wesentliche Waffe gegen Korruption ist. Was die Akteneinsichtsrechte auf Länderebene angeht, muss unser Kampf weitergehen. Denn bislang existieren nur in Berlin, Brandenburg, Nordrhein-Westfalen und Schleswig-Holstein Informationsfreiheitsgesetze.
Translation - English Dear Members, Sponsors and Friends of Transparency International,
Shortly before this company report was written, the Bundestag passed the Freedom of Information Act demanded by society for many years. It was an important step on the road towards transparent and people-friendly governance made possible by the concerted efforts of Transparency International (TI) Germany and four other non-governmental organisations. There are already freedom of information acts in over fifty countries of the world which guarantee their citizens access to documentation. Now Germany’s citizens also have access to documentary sources held by the federal administration that were previously restricted, even if that access is limited by numerous exceptions. It represents a major tool against corruption for TI Germany, and is an important contribution towards transparent governance. Regarding the right of access to documentation across the federal states, however, our fight must go on. So far, there are only freedom of information acts in Berlin, Brandenburg, North Rhineland-Westphalia and Schleswig-Holstein.
