Pertandingan ini dibuka kepada tiga kategori iaitu Bahasa Melayu, Bahasa Inggeris dan Bahasa Arab. Setiap pasukan diwakili oleh 4 peserta (3 peserta utama dan 1 peserta simpanan). Pertandingan ini berdasarkan format Debat Ala-Parlimen Malaysia yang mengaplikasikan system “power match” berkumpulan yang lazimnya digunakan dalam pertandingan – pertandingan antara universiti di peringkat antarabangsa. Melalui sistem ini, pertandingan akan diadakan secara kalah mati.
Translation - English 3. CATEGORIES AND FORMAT
The tournament is open for three language categories - Bahasa Melayu, English and Arabic. Each team is to be represented by 4 debaters (3 main presenters and 1 reserve). The tournament is to be based on the Malaysian Parliamentary-Style Debating format applying group “power match” system usually employed in debating championships among universities at international level. Through this system, the contest is to be held by way of knockout contest.

The objectives of these guidelines are:
1. To reduce the number and seriousness of occupational accidents and diseases for men and women;
2. To adapt the working environment, the working conditions, equipment and
work processes to the physical and mental capacity of male and female
workers;
3. To enhance the physical, mental and social well-being of men and women
workers in all occupations;
4. To encourage gender responsive national policies and preventive programmes on occupational safety and health and supplying appropriate assistance to implement them to governments and employers’ and workers’ organizations.

Objektif garis panduan ini ialah:
1. Untuk mengurangkan bilangan dan keparahan kemalangan dan penyakit pekerjaan bagi lelaki dan wanita.;
2. Untuk menyesuaikan persekitaran pekerjaan, keadaan pekerjaan, peralatan dan proses kerja kepada keupayaan fizikal dan mental pekerja lelaki dan wanita;
3. Untuk mempertingkatkan kesejahteraan fizikal, mental dan sosial lelaki dan wanita dalam semua pekerjaan;
4. Untuk menggalakkan polisi kebangsaan yang responsif jantina dan program pencegahan dalam keselamatan dan kesihatan pekerjaan dan membekalkan bantuan yang sesuai dalam melaksanakannya kepada kerajaan dan organisasi majikan dan pekerja.
