This seems to be a common word used when talking about e.g. how someone speaks a language. (E.g. there is a document that says that a phone conversation in English "[gick] knackligt".)
I've searched high and low, and can't find any definition for this word. What does it mean?

It is misspelled (or some dialectical variant), it should be either "knackig" (compare to "motorn går knackigt" when speaking about an engine misfiring and spluttering), or it should be "knagglig", which basically would be "rough, uneven, bumpy".

: Absolutely - I think it is a version of "knaggligt", and the "ck" instead of "gg" could be contamination from the initial "k" as well as from "knackig".
