This is a tough one! From what I can gather, it seems they might be looking at the nature of these serious violations and analyzing them for illustrative and non-exhaustive purposes. I've seen similar phrasing in Supreme Court rulings: http://www.csjn.gov

I hear that so many times... "there's just no CONTEXT", and yet I find it very difficult to believe unless people are surviving on one-line translation jobs. Pardon me if it sounds rather harsh, but in translation CONTEXT is everything.

Apologies for the lack of context I certainly would have provided it had there been any. The document was put together by a Madrid-based law firm and the translation is intended for a British readership...probably of very little consequence in this instance, but there it is. Many thanks for the suggestion thus far!

This is another equivalent for that "Including but not Limited to..." phrase that is so common in legal documents. It does not look so elegant like I have it, but I cannot think of anything better; after all it does work.

The CONTEXT is virtually non-existent but it would appear to be a title of some kind. (Please include abundant CONTEXT in the future including origin and destination).
