A little help with "estiba" in the below context, please:

Las señales se deben colocar en lugares visibles de manera que no queden ocultas y de acuerdo a lo
siguiente:
a) en caso de que se emplee una sola sustancia química peligrosa en todo el almacén, se puede señalizar
por área o por recipiente;
b) para una misma sustancia química peligrosa en una estiba, se puede señalizar la estiba, su área o los
recipientes;
c) para diferentes sustancias químicas peligrosas compatibles, en un mismo anaquel o estiba, las opciones
serán:
1) señalizar cada uno de los recipientes;
2) señalizar las partes del anaquel o las áreas de la estiba.

Pallets You're right. Things are often stacked on pallets, and pallets may be stacked several rows high. But make no mistake: "estiba" is stack, not pallet. Try "doble estiba" and you will see "double stack" or "piggyback" as used on railways.

I think it may mean shelf, as does anaquel which is suggested in the original as an equivalent. But I really have not come across this before.

I think the real problem here is that estiba has multiple meanings. It can mean to stow, for example, probably it's most common meaning, as in stevedore, usually in a maritime context.

Another similar definition is
Estiba: la colocación y fi jación de los
bultos sobre el vehículo.

And of course it also means pallet.

In this situation you have to look at the context. Here, for example it says
" para diferentes sustancias químicas peligrosas compatibles, en un mismo anaquel o estiba, las opciones"

An anaquel is a ledge, shelf, rack. In this context pallet makes perfect sense, whereas stack is too loose and vague a term. On the same shelf/rack or pallet? On the same shelf/rack or stack? Common sense suggests the former, in my view.

agree Charles Davis : Sometimes words can have more than one meaning. You have documented this one sufficiently and I think it fits the context. "Stack" seems less convincing here, though no doubt "estiba" can mean that (it can also mean e.g. a place where you compress wool)

agree Reed James : I agree with you 100%, Henry. I have seen "no estibar no más de x cajas" countless times. The English word "stevedore" comes from Spanish "estibador".
