Fraza este prost construită. Nu consumul de apă se stabileşte (tocmai că NU se stabileşte, nefiind contorizat), ci suma de plată.

Sau "on a flat-rate basis", ca alternativă. Am găsit o explicaţie destul de detaliată aici:

an unmeasured charge based on the rateable value of the property. The water supply charge is calculated as an amount in pence per pound of the rateable value. This amount varies between companies; or
