From the statutes of a sports federation:

"Registar os contratos de trabalho dos respectivos praticantes e demais *agentes desportivos*.

I thought at first it might be sports agent, but that would appear to be "empresário", so what on earth are agentes desportivos? Could it just be a general term to cover such persons as coaches, team selectors, and others who are involved in the sport without actually being players/athletes?

Any suggestions gratefully received.

...and other team personnel.

As you suspect, it appears that the reference is to employees of the team in question (e.g., coaches, equipment managers, etc.) who are not "athletes" or "players" [i.e., praticantes].
