"The theory of the comparison of collective bargaining agreements as a whole (i.e, the conglobamento theory) is a method used to solve the problem regarding the existence of many norms the can regulate an employment agreement at the same time. The answer to the conflict of rules is given by the principle of the hierarchy, according to which the most favorable rule to the worker shall prevail. It is a theory created in opposition to the accumulation theory once, in the latter, one chooses the most favorable norm contained in each conflicting collective instrument, and each rule is applied to the employment agreement in an isolated manner. In the conglobamento theory, the most favorable rule is seen in a broader way, as a whole."

Precisely the intented meaning in the context, but the metephoric sense requires the due interptetation.
Conglobamento - A word that will makt absolutely no sense to the English reader if left in Portuguese, whereas any good English reader will be able to make a good guess of what "conglobation" means, just like the Portuguese reader would have to make the same guess when reading "conglobamento".

One thing has nothing to do with the other! The former is a comparison. The latter is a process. Mixing apples with oranges! I find it hard to believe anyone would be able to understand the "metaphoric sense".
