"Asse as postas de bacalhau e em seguida tire pele e espinhas e faça-o em lascas. Lave as batatas e leve-as a cozer em água com a pele."
Does this mean "boil the potatoes with the cod skin" or "boil the potatoes without peeling them"?
i.e. "pele" = fish skin or potato skin?

boil potatoes with the peel on
I'd say your second option is the one, since it just says to wash the potatoes (not peel them), and boil them with the peel. If it were with the cod skin, the recipe would've told you to reserve it, I think. Hope this helps.
