This is not formed of rear-echelon units. This is formed to provide additional troops to replace casualties. See the second definition in the Wikipedia article.

When there have been heavy losses, a provisional unit will be formed, which is made up of companies from various battalions. While this provisional unit is marching to relieve the Infantry Division, it is given a designation of March Battalion (in this case the 1003rd March Battalion) so they will have a command structure during the march.
