I find it pretty tricky to translate 不良 here. This term is just too broad, and it is tough to judge how the author defines 不良. How can I bring this term across without having to add in my own judgement?

unscrupulous could be a good choice here although ����means more. But when it comes to intermediary consulting service, ���� has an implication of being dishonest with no or little business ethics.

中文原文用“不良”这个词,应该就是因为这个词词义广。比方说,不诚实,水平不够,业务不精等都可算作不良。What I could think of here is the word bad for 不良, but "bad" might be too simple a word. Maybe this migth give you some idea.

'deceitful’ or ‘mendacious’

I think you need to match '不良' with '误导' to maintain your objectivity.

误导 = misleading, therefore
不良 = ‘deceitful’ or ‘mendacious’
