申请人在不良中介的误导下提供了虚假信息
I find it pretty tricky to translate 不良 here. This term is just too broad, and it is tough to judge how the author defines 不良. How can I bring this term across without having to add in my own judgement?

suggestion
中文原文用“不良”这个词,应该就是因为这个词词义广。比方说,不诚实,水平不够,业务不精等都可算作不良。What I could think of here is the word bad for 不良, but "bad" might be too simple a word. Maybe this migth give you some idea.

: I agree with this reply, most of the others are too legally inflammatory and open to possibilities of libel, this is a neutral legal term

'deceitful’ or ‘mendacious’
I think you need to match '不良' with '误导' to maintain your objectivity.
误导 = misleading, therefore
不良 = ‘deceitful’ or ‘mendacious’
