牵头 = go-between, leader, initiator (not very likely, eh?), or.........????

Take the lead 不好, 这些部门起的作用只是 mediator, 是局外人,take the lead indicate 这些部门是局内人,甚至变成了协商的主体,这是违背原文的意思的。mediator可以组织,协调,但不能包办。 TAKE THE LEAD 听起来有包办的意味。
