I still believe the second line is للعناية حرر : for your kind attention/care it has been released/written.
Written or release depends on more context that you have.

No way حراً it is clear written with Shadda too حُرّر.

To break it down:
Ain letter حرف العين of تعاونكم is similar to that one of للعناية .
The dot of Noon letter حرف النون in للعناية is missing same as in شاكرين and the double dots of Yaa letter حرف الياء in both words are displaced.

Third option : In case it is للبيان حرر = for statement written. You can see the dot of Baa حرف الباء isnt blue colour but black one of a word stamped or copied earlier. Still I can go on if you like .

Asker: I was thinking of شاكرين لتعاونكم للعناية (شكرا) حُرًا Meaning 'generously'', 'freely'. Only I have no way of knowing if the word is used like that in Syria, where the text was written.
