Explanation:
Although many of the examples found in an online search use a hyphen (in-process), IMHO that form is only correct/necessary when it precedes the noun (e.g. in-process monitoring").
So, your own suggestion "LIST OF PHARMACEUTICAL PRODUCTS IN PROCESS" is what I would use. Without a hyphen.

RE: Since I don't see any mention of "approval" in the source text, I don't feel I can wholeheartedly agree with the suggestion that it means the same as "pending approval". Although, having said that, it probably does refer to an approval process, even though it is not stated in black-and-white.
