English term or phrase: Collection or enforcement
In the context of real property taxes for a governmental translation project:

"The assessor is not involved in the levy, extension, collection or enforcement of local real property taxes"

What is the difference between collection and enforcement?
Collection would be perception and enforcement would be recouvrement?
I can't find the difference, both seem to describe the same thing.
Also, in other part of the document they say "Responsible for enforcement of delinquent property taxes". Enforcement would mean recouvrement here too?

collection is "prélèvement" or "perception" (in the sense or receiving, not feeling), even "recouvrement" , although the latter term may be used more commonly for enforcement (that is collection of overdue / unpaid taxes). These are terms used by the French tax agency.

neutral  Daryo: yes and no: "mise en poursuite" is only ONE of several means of "enforcement", it's not really "enforcement" - it's only the first step.

  -> mise en poursuite means issuing court proceedings, it's how you enforce, if necessary via a variety of enforcement options if the debtor doesn't pay within the court's deadline//you've contradicted yourself in the DBox
