I'm not going to add this to the glossary just yet, because I'm not completely confident, but I've left a note for the client, and if they agree, I'll make the entry. My guess if this is the correct translation is that they want to keep banks from loaning to footloose capitalists so they don't make a run on the bank when conditions are better somewhere else.
