NUT INSERTED WHEELS
The grinding wheel is bolted to the backplate, fig.2. It is essential that these bolts are tightened to the correct torque as stated by the grinding wheel manufacturer. Usually 20 – 30 ft. Lbs. (40Nm) torque. The bolts must be the correct size and type, and all bolts must be used. A minimum of 1/16” (1.5mm.) clearance must be maintained between the screw and hole bottom.
Place and snug all bolts, then re-tighten starting with the inner bolt and using a criss-cross pattern with each circle.
The backplate with the grinding wheel mounted is then bolted to the spindle flange. It is important to check regularly tightness of these blots.

Под backplate предполагам, че се има предвид основата, върху която се застопорява шлайфмашината/шмиргела. Така е описано и в описанието по-горе. А bonded според мен придава идеята за скрепване (за което служат болтовете). Не случайно в самото изречение е използвано точно bolted to the backplate. Т.е. bonded with bolts.
