Glossary entry (derived from question below)
Portuguese term or phrase:
protestar juntar substabelecimento emitido
English translation:
covenant > give an an assurance to append hereafter the proxy granted
Portuguese term
...que protesta juntar substabelecimento emitido...
The phrase is preceded by the name of a legal representative and followed by another:
"Dr. X que protesta juntar substabelecimento emitido pela Ilustre Mandatária Dr. Y"
From what I understand this is someone being named as a proxy for another legal representative but I am unsure how to phrase this in legal British English.

Proposed translations
.. who gives an assurance to append (file hereafter) the proxy issued ...
> proxy generally incongruous as meaning an agent voting at a meeting or the voting form and short for 'delegation of instructions to act'
intends (?) > (does give an undertaking or *covenant*) to supply hereafter (doesn't Google well, but is commonly used in UK legal rather than (semi-literate) accounting practice > AmE : add to the court's record....
protestar : declare; affirm, Collins
Ilustre Mandatária/ Illustrious Attorney Dr. Y : 'Learnèd' Counsel Dr. Y
hereafter: after this time > many g/hits refs are wrong in mixing up hereafter with hereinafter meaning later in the document or statute eg . 'other safety and environment related items listed in paragraph 5. of the annex hereafter.'

*Covenant* of Further (AmE) Assurances (BrE) covenant for further assurance.
Otherwise, note the two meanings of proxy as a person or the form: Proxy > 'the authority to represent someone else, especially in voting.' "Britons overseas may register to vote by proxy".
substabelecimento English translation: delegation of powers granted by....
*Covenant* of Further (AmE) Assurances (BrE). The parties agree to take any further actions and to execute any further documents which may from time to time be necessary

protestar: 5. Afirmar (a alguém) a intenção de; PROMETER [tdi. + a : O candidato protestou aos eleitores defender a educação pública.] (EN: promise; declare one's intention) (Aulete)
6. Comprometer-se solenemente a; assegurar ou afirmar categoricamente. [tdi. + a : Protesto a vocês que jamais ultrajarei o nome de minha família.: protestar respeito às leis.] (EN: affirm something categorically; solemnly commit to something)
As far as "substabelecimento", there are also different ways of translating it. According to Marcílio Moreira de Castro:
substabelecimento: substabelecimento. 1 – subagency; delegation
of authority (to a subagent); appointment of a subagent.
2 – (em um mandato judicial) delegation of authority (to a substitute lawyer); appointment of substitute counsel. -- In Dicionário de Direito, Economia e Contabilidade
