They're getting a licence as a finance provider, and it then will cost them 20% to fund their lending (to third parties). It's not that difficult to understand - apart from that 20% rate, which would indeed be enormous in any country with a hard currency.

Think of a bank which pays you interest on your savings while lending them out to its borrowers.
On the assumption that it isn't a full-on bank (établissement de crédit), "finance company" seems like a good translation to me.

"Agrément" does not mean "agreement"; it means "certification", "charter". They are saying that the refinancing cost will be 20% once they obtain their certification as a lending institution.
