After 5 months of fraught negotiations, in December, 1921, the British make their final offer: a 26 county Ireland, to be known as the Irish Free State, will be granted dominion status.
The exact position of the border between the Free State and Northern Ireland will be the subject of future review.
Irish politicians and public servants will have to take an oath of allegiance to the British king.
Britain will retain control of some Irish ports for its navy. Ireland must pay a share of Britain’s public debt.
Now - Lloyd George issues an ultimatum: sign or return to war.

But when Loyd George made the demand that the delegates make up their mind quickly, they decided: “we know what is available we know what isn’t available. This is the best deal available. We are plenipotentiaries appointed by the Dáil. We have full authority. We will sign.”
For Michael Collins, the decision is a pragmatic one.

In alternativa, si potrebbe ipotizzare l'assenza del termine "Ireland" dopo "republican", per cui la frase potrebbe significare:
"Non era (certo) l'Irlanda repubblicana che Pearse aveva proclamato davanti al GPO"
Tuttavia, quest'ultima ipotesi mi sembra meno probabile, perché il verbo "had declared" si adatta molto di più al termine "republic".
