or
"their devices would perform tasks and launch apps more slowly"

I'm not a computer expert, but I find that the verb (and noun) "launch" is often used with reference to applications/apps.

From the point of view of sequence of tenses, "would" seems right.

However in the context of the full sentence I would say "their devices ran slower and took longer to download applications."

Disclaimer, I don't know a lot about computers but this seems right to me, will be interested to see what others think.

I think either the past tense "ran" or the present "run" is needed here depending on whether the problem has been resolved by now. I do not think that using the future tense like in the original Russian sounds natural in English.
