B端企业/医生 = the companies/physicians at the business end/side
C端用户 = users/customers at the customer end/side
It is very important to use "AT" in these phrases.
In this context, it doesn't mean "to". It will be a critical translation error if you use "to" in stead of "at", because its use completely change the meanings of these phrases.
