Can matter be taken as a kind of [informal] rule? That is, a general matter = a rule of thumb?

When deciding between easy and pro, err on the side of pro. Most questions will be pro.

* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

It's just a rather pompous and old-fashioned way of saying 'generally' or 'in general' — I'd be wary of translating it too literally word-by-word as 'a general rule', which makes it a little too formal, and leaves you no room to menœuvre should that actual expression arise.
