Explanation:
Seems pretty clear this must be the kind of spiral staircase the runs round the walls of a (probably circular) stairwell, and this round table is fitted into the otherwise fairly 'dead' space in the centre at the bottom.

I'm sure it would help to visualize this if you could find a pictrure of the actual place...
