精神 not equal to mentality. It is related to a policy by the upper authority of education, the core of the policy, the theme of the policy, the nature of the policy, etc.
课室内课程压缩=compressing classroom stuff, reducing the amount of instruction in classroom. The purpose is to get students exposed to more real life situations.
课室内课程压缩 is a 精神( a central theme of the policy)
安排水库参观 is in the agreement to, in confirmity to, applies to, the 精神 of 课室内课程压缩.
增补 is inappropraitely used here.The author don't know what s/he is talkin' about.
It should be FU HE.

I think it means that the trip was good as in it relieves the tension the students had accumulated in the classroom or during the course. Sounds reasonable?????
