Incision is a medical term for cutting anything, to any depth. You're trying to analyze English in Polish terms!
Also, even in the article you refer to (https://www.ncbi.nlm.nih.gov/pmc/articles/PMC3604703), it states:
"the arcuate ligament was cut along its entire length" and NOT across, and using the word "transection" is incorrect, no matter how you slice it (pun intended).
"Traditional treatment for patients with MALS is open surgery to release the ligament and stop it from pressing on the celiac artery. The celiac nerves are broken up using a technique called neurolysis. This surgery involves one large incision down the middle of the abdominal area."
