I think they mean the second notice. The first notice is valid for 30 days. f the transaction takes place within that time, then there is no need for a second preventive notice. It is not clear from the context you've provided.

Pero en esta ocasión, con dicho documento de la notaría de Puerto Hermoso, el licenciado autorizó—mediante un documento elaborado por ellos mismos y al cual denominaron acuerdo de acta por principio de prelación, con fecha veintiocho de octubre del dos mil cuatro—la inscripción de la compraventa, con lo que se eliminó el aviso preventivo que el notario de Nuevo León, en ese entonces (casi in mes), había enviado—no podia esperar más tiempo, y que, según la Ley del Notariada, si no lo hacía en menos de treinta días, las autoridades le habrían adjudicado responsibilidad por no inscribir la hipoteca.
