Thanks for the input here, 'regularity verification process' is understandable to me!

XXXX zal na een prijsonderzoek in de zin van artikel 21 van het koninklijk besluit van 15 juli 2011 plaatsing overheidsopdrachten klassieke sectoren offertes met speculatieve of abnormale prijzen als onregelmatig kunnen weren.

See also below, where legality and regularity seem to be used more or less interchangeably. If 'regelmatigheid' equals 'rechtmatigheid', 'legality audit' would perhaps be the better option of the two. Not entirely sure though, as it's hard to find any substantive evidence in favour of either interpretation.

Legality audit
On 23 February 1999, the Flemish Community signed a contract with an IT service provider concerning the outsourcing of the data processing function at the Ministry of the Flemish Community. The Court of Audit examined its regularity in respect of the decision-making procedure, the awarding procedure, the outsourcing contract itself and its implementation up to January 2001.

As far as I can see, the verification of the prices supplied by the bidder/contractor is just one aspect of the regularity/legality audit (to be) carried out by the contracting authority.
As regards the prices verification/audit (and its statutory basis), please have a look at:

1.3.4.4 Price setting, components and revision of the prices
All prices given in the tender form must obligatorily be given in euros. No single formula binding the parties to an exchange rate will be accepted. Prices given are exclusive of VAT.
This contract is a price scheduled contract, i.e. only the unit price is a lump-sum price.
According to Article 21, § 2, of the Royal Decree of 15 July 2011, the contracting authority may for the purpose of verifying the prices carry out an audit involving any and all accounting documents and an on-site audit to check the correctness of the indications supplied.

Het eerste lid bepaalt dat bij het regelmatigheidsonderzoek van de offertes zowel de formele regelmatigheid als de materiële regelmatigheid wordt onderzocht. Dit onderscheid wordt reeds gehanteerd, maar is nu uitdrukkelijk opgenomen in het ontwerp om rekening te kunnen houden met de eisen inzake formele regelmatigheid die vervat zijn in een aantal bepalingen van de wet, inzonderheid in artikel 26, § 1, 1°, e, et § 2, 1°, a, ervan.
Volgens het tweede lid moet een offerte steeds als formeel onregelmatig worden beschouwd wanneer ze afwijkt van de essentiële vormvoorschriften vervat in de artikelen 6, § 1, 51, § 2, 52, 54, § 2, 55, 80, 81, 82, 90 en 91 en in de opdrachtdocumenten. De verwijzing naar artikel 80 betekent evenwel niet dat de inschrijver de erin voorziene mogelijkheid niet meer zou kunnen benutten om een ander formulier te gebruiken dan het bij de opdrachtdocumenten gevoegde. Onder dat voorbehoud en na het substantiële karakter van de vastgestelde onregelmatigheid te hebben bepaald, is de aanbestedende overheid verplicht de betrokken offerte te weren. In deze gevallen moet de offerte immers als absoluut nietig worden beschouwd.
Bovendien heeft de aanbestedende overheid ook de mogelijkheid een offerte als formeel onregelmatig te beschouwen indien zij niet in overeenstemming is met de andere vormvoorschriften. In dat geval beschikt de aanbestedende overheid over een grotere speelruimte dan in het kader van de eerste zin van het tweede lid. Zij dient immers niet enkel na te gaan of de offerte substantieel onregelmatig is, maar, in bevestigend geval, ook te beslissen of ze moet worden geweerd naargelang de bijzonderheden van elk concreet geval.
Het derde lid gaat nader in op de materiële onregelmatigheid van de offerte. Een offerte is materieel onregelmatig wanneer ze afwijkt van de essentiële bepalingen van de opdracht, betreffende met name de prijzen, termijnen en technische specificaties. Hierbij wordt herinnerd aan de gangbare interpretatie dat niet elke afwijking betreffende de prijzen, termijnen en technische specificaties die geen essentiële afwijking uitmaakt, substantieel onregelmatig is.

The tenderers are evaluated based on the right of access and the following qualitative selection criteria.
Only the tenders of tenderers fulfilling the right of access and the qualitative selection criteria shall be taken into account to participate in the comparison of the tenders based on the award criteria referred to in section 12.3 of these specifications, provided the tenders submitted are regular formally and materially.

In a first phase, the tenders submitted shall be examined as to their formal and material regularity.
To the extent permitted by Article 95 of the RD of 15 July 2011, irregular tenders may be regularised (if this is possible in accordance with the principle of equality) or rejected.

In a second phase, the formally and materially regular tenders shall be examined as regards content by an Evaluation Committee.

agree Michael Beijer : indeed, "regelmatigheid" is often also used to mean "legality", unless of course the NL phrase is something like "wettigheid en regelmatigheid", in which case it'd be "legality and regularity" (see e.g. CELEX)

regelmatig is usually being used for regular, but here it is more for recurrent and heidsonderzoek is inspection. I specialize in legal texts and in my opinion it is correct.
