I understand this to mean a break in the service of the rail on which the various vehicles travel through the tunnel. However, I'm wondering if there is a better way of phrasing this.

interruption of rail service
I think the word interruption is correct as it is more formal/technical. I prefer the use of rail as it is more specific. I assume there is a physical rail in the tunnel which the phrase should refer to. Service is probably better than traffic if this this an electric rail in which case the loss of an electricity supply actually causes the interruption

since it doesn't seem to need to be a specific technical term, this is what is normally posted in the NYC subway or Chicago L when this kind of problem exists, simply service interruption or interruption of service should do the trick
