All these answers seem to be missing something. "Dette de responsabilité" is not the same as "responsabilité".
The phrase dette de responsabilité is uncommon. An example can be found here, for example : https://www.argusdelassurance.com/reglementation/legislation... ... in that case the court had to decide whether a debt arose from contractual liability or civil liability.
Quite straightforwardly, the word dette gives the clue: not all cases of liability involve cash.
