In French court judgments one often sees sentences like "le moyen unique, pris en/dans sa premiere branche" and I usually say "limb" for "branche" since we talk about the "limbs" of an argument in English... so "branche" is good for "limb". BUt it's not "la branche audit", it's "la branche 'obstruction of the audit'". Need more context, but here's a wild guess: the tax authorities are claiming they can still bring proceedings because the statute of limitations was tolled by the taxpayer's obstruction of the audit, as provided for in the "obstruction of the audit limb" of the Resolution?

Comment It looks to me (while not having any specialist knowledge about what is actually gong on here) as if this 'Resolution' includes a 'limb' (set of clauses?) about what to do in the event of someone's 'obstructing the audit'.
