In the UK, Planning Permission and Building Regulations Approval are two entirely separate procedures; one can be obtained without the other and both can be obtained retrospectively even if this is much rarer than in Italy. Naturally, terms of this sort are never exact equivalents and, as far as I am aware, the Permesso di Costruire also requires certification from a qualified professional that the proposals are in accordance with the Building Regulations. The role of the local authority, however, is principally to consider, before issuing the Permesso di Costruire, whether or not the application complies with the PRG (local strategic plan) and other planning legislation, hence Planning Permission. A case could be argued for "Building Permit" to avoid direct comparisons, especially in official documents when several of the many types of Italian approval are mentioned. |
