The runway will commence once the Bank has initiated the parent restructuring. US regulators will be notified of the overall plan and the intent to place the US entities into resolution. The runway period will last up to two weeks, during which time the US material entities can prepare an orderly resolution. During the runway, the Bank X management will take steps to prepare for the resolution process, including maximizing liquidity for the US material entities in order to continue operations through resolution by holding payments of liability owed to BBSA, evaluating the marketability of its loan portfolio, and initiating operational wind down measures.

O site abaixo apresenta a definição para "runway": the slang term "burn-rate" or "runway", both of which are often used to describe a company operating with negative cash flows.

Creio que o sentido é esse, neste caso. Entretanto, não sei dizer se há forma mais enxuta no jargão financeiro, em português.
