I have always understood ueberbauung to be taking an old building and redoing it often in to something else such as housing. This is a conversion in English such as Barn conversion.
If you are razing the building and putting something in its place this is then a rebuild.

Angus Meek wins Weston-super-Mare pier rebuild

Bristol-based architect Angus Meek Architects has won the competition to redevelop Weston-super-Mare’s fire-ravaged Grand Pier, beating off competition from five firms including Grimshaw.
The company’s colourful and illuminated 18m-high design, which will cost at least £10 million to build, was chosen by the piers’ owners and 59% of the 20,000 members of the public who voted.

A restoration project would be quicker and easier than a rebuild. But it was also because
of the outcome of the consultation of technical experts, in which a majority favoured restoration.

: That's it - well done! Only one thing: Überbauung usually refers to construction sites where some kind of developed structure (houses, carpark, whatever) had been beforehand.
