The most usual term in this context; by convention an 'electric heating element' is any device which generates heat as a result of the passage of an electric current through a conductor (often but not always a wire spiral, enclosed in a protective casing) that has resistance, exploting the so-called I^2.R effect.
Note that a resistor is an component used in electronic devices. Resistance is the characteristic of a resistor that impedes current flow, and is measured in ohms.
