Italian term

presso il pubblico

Italian to English Bus/Financial Finance (general) Definition of term
I'm having some difficulty in making the definition of 'obbligazioni' sound nice in English, especially where it says "presso il pubblico da persona giuridica". Here's the whole sentence:
I don't quite understand how I should translate "presso il pubblico".
Anyone available on a Sunday morning to give me a hand? Thanks.
