文脈が分からないので、「業者｣を勝手に「manufacturers」に約しましたが、可能性は山ほどあります。Trader, dealer, vendorなど、そちらの文脈に合うような言葉を選んでください。
｢業者」はともかく、「常駐｣は通常「resident」と訳しています。Googleで"resident manufacturer"で検索してもヒットが結構あります。

ご参考程度ですが、たまに「常駐｣を「permanently stationed at [場所]」で訳すこともありますが、この場合は「resident」でいいかと思います。

追加説明を読んで、「manufacturer」は使えないと明らかですね。ただし、派遣社員が含まれないということで、「contractor」も使いにくいかな... ということで、「resident service personnel」はいかがですか？ 清掃、電気工事なら基本的にサービスだといえると思いますので、使えるかと思います。

: I do like 'resident' for 常駐, another alternative could be 'in-house.''Manufacturer' may be too specific for 業者 in this case, perhaps just contractor as Yuki-san suggested, or even just plain vanilla 'worker,' personnel, specialist, according to scenario

これは正社員に対して派遣とかできている人のことだと思います。であれば業者はcontractorでよいと思います。常駐の方は自信はありませんがregularあたりでしょうか。矛盾するようですがpermanent contractorという表現も見たことがあります。矛盾といえばpermanent employee というカテゴリーに入っていても、そのときになればちゃんとレイオフされたりしますからpermanent contractor も違いは無いかも知れません。

: いいですね! 「業者」のその意味も(というか、よく考えればその意味の方が)ありますね。ただし、「regular contractor」にはまたちょっと別な意味(常駐より、通常に雇われる)がありますので、「resident contractor」がいいかな...

今回の英訳は、resident service personnel (crew)でいこうかなと思います。どういった業者を含むかによって表現を変える必要がありそうですね。
常駐業者の範囲は会社によって違いがあるかもしれないのですが
担当者に確認したところ、社内の清掃や電気工事などのために、社内に常駐している事業者という意味だそうです。この場合、製造に関わる請負業者や派遣社員は含まれないということです。
