From a short write-up of an engineer, alas no other information on his career is provided.
Would this be director of research, head of teaching? I don't really see how this fits in with engineering.

Après avoir été chargé d’enseignements en République de Côte d’Ivoire de 1978 à 1980, il est responsable au sein des services du ministère de la santé de la coordination de plusieurs grands programmes immobiliers hospitaliers.

This is for a CV for someone whose main career is in actual/applied engineering, but way back when did a stint in teaching? Is the exact title/appellation that important? Is there mention of the educational institution?
Here in Québec the French-language universities and continuing education programs have "chargés de cours", who irrespective of their level of academic attainment are contract staff in charge of teaching a course/courses. The "s" in "enseignement" would denote a non-standard variety of French, so who's to say this isn't perhaps the local equivalent of chargé de cours in Côte d'Ivoire?

: The French term seems to take on different meanings at different Us. Instructor seems to get a good share of International ghits (including UK) and to be the least tied IMO to very specific local definitions.

: w/characterization of assistant prof.: assistant professor is the lowest rank for full-time, non-tenured faculty holding terminal degrees. They teach undergrads and grads and conduct research so they can eventually pass tenure review (publish or perish!)

: Titles vary a lot between countries. In the UK a "professor" has the most senior academic rank and is often head of dept. As far as I know there are no assistant professors in British universities but there are assistant lecturers.
