Commissaire-Enquêteur

French to English Law/Patents Surveying Software
When a cattle-breeder (f.i.) wishes to breed 500 cows instead of 100, there is a "Public Enquiry" about nuisances, how to get rid of manure etc... The same goes when you wish to build a windmill farm, etc... The person appointed to carry on the PU is called "Commissaire-Enquêteur", but is nothing to do with Police!
Is there any equivalent in English or U.S. English?

in the US, your cattle breeder would be applying for a zoning deviance with the zoning board. Sometimes the matter has to go to court.
