When a cattle-breeder (f.i.) wishes to breed 500 cows instead of 100, there is a "Public Enquiry" about nuisances, how to get rid of manure etc... The same goes when you wish to build a windmill farm, etc... The person appointed to carry on the PU is called "Commissaire-Enquêteur", but is nothing to do with Police!
Is there any equivalent in English or U.S. English?
