The idea is to keep wellsprings from going dry or getting polluted though expoitation. Even though the text says 'manter', I think 'protect' comes closer to the idea. 'Wellspring' is the same as 'spring' or 'fountainhead'; in this context I think 'wellspring' makes the point more clearly, but 'fountainhead' may be more technically correct.
