... this goes into full-on technocratie gallique speak about this organisation. I just dipped into it but I did see that they are developing (or have developed) some sort of "app" to connect these ambassadors. So I surmise (possibly) that "GAF technique" is when the most technologically/technocratically minded movers and shakers in this group really delve into the most technical enjeux... a wild extrapolation might say "GAF technical committee/group meeting", or something along those lines...

GAF et GAF I don't know if they are really two different organizations or if one of the names is an error for the other, but there appears to be both le Groupe des Ambassadeurs Francophones and le Groupe des Amis de la Francophonie. Is there any chance that they work together but that one does any work that has to be done and the other oversees and takes credit for the work?
