ON ITS OWN is pure nonsense. Is that by any change a "segment" cut arbitrarily from the full sentence by some software that is supposed to help?
Could you quote the full sentence or a meaningful fragment? Then it might start making sense for those who don't follow EU politics, instead of only to those who can guess the missing parts.
In fact, if you limite the quote to
