This is for automotive/tyres, there is a list of all parts of a tyre (tread, walls, etc.) and "wing tip" that comes into the list and that I cannot locate in any tyre specific site.

Details of the invention

A carbon black containing rubber cement composition is being applied to the outer surface of a tyre from the wing-tip ending to the centre of the tread on one side of the tyre. Therefore, the static electric charge is conducted from the wingtip to the road contact area of tread.

It does look like a sort of "wingtip", when you look at the cross-section of the tyre.

ceinture : Composition de plusieurs nappes d’acier et/ou textile reposant sur le sommet de la structure.

Structure : Mode de construction de la carcasse du pneu, « radial » ou « diagonale ».
