It could be as simple as that. To be consistent with the previous sentence, the packing list indicates the totality of what is included. So it must have to do with number of rolls, perhaps expressed as a "roll level", since they are stacked one on top of the other, on a flatbed truck for example.

"Spiegel" is also a translation for level, as in level in a tank.
