At the end of a Town Council decision granting authorisation for changing the name of the company operating a business, it says:

Que se otorgue la correspondiente orla.

Any ideas of what they mean with 'orla'?

In the end I went with business certificate. its the only thing that fits in the context. Its nothing to do with class photos. Its the change of name on the operating licence of a business, and for this they issue an 'orla', whatever it may be.

Explanation:
It's an odd one. I thought it was only schools and colleges that did this, but in Spain is quite common for professional people to have their university or college promotion class photo displayed in their offices.
Erika's "business certificate" suggestion could work if it is the class photo of a business course.
If you run a Google search for "orla", the images you see are what I would call a class photo.

Then again, my definition doesn't seem to fit with the source text, so maybe certificate is a better option in the business context.
