valuables-earmarking or carve-up formalities

Appropriation is ambiguous these days for hijacking someone else's culture or art, whilst 'earmarking' suggests an act done by the impounders rather than a forcible sign-over by the victims.

affectation: set aside, earmarked for a purpose > Bridge

but the underlying idea is not, as furtively reworded by the answer chosen. The formalities included the owners queuing up to sign over 'Aryanised' works of art.
neutral Nikki Scott-Despaigne : Depending on the style adopted, I like "earmark" and "carve up", although maybe a verbal phrasing would be a nice idea. Not sure than "valuables" is necesary.

Thanks, Nikki. It had been in fact been a crude dispossession in a process of 'Aryanisation', described in one German book as citizens in a hall starting with 'all their possessions at one clerk's desk and ending up with abs. nothing' at the last desk.
