Who were the most wild, ignorant and savage race that were favoured with the light of civilization. They are very dangerous members of society.

An old document where someone is degrading a race. What he wants to say with "Favoured" here?

From what I can read here, with the bit of context given, I believe the author is trying to say this particular group of people were given a chance to be gifted with civilization. Allowed to live in it, in a sense.

Based on the context given, of course.
Though I am not entirely sure that should have been the word used in that situation.

Race is most probably meant as group / class / number of people.

In the end, I believe they mean to say "the worst were helped by the light of civilization to grow and affirm themselves". "Light" vs "the darkness" of being the worst class of society: a living paradox.
