This is in relation to the role of a Project Manager in a financial institution.

I am tempted to translate it as "division of labour" but then it does not make sense when you add deliveries.
I have thought of translating it as "allocation of tasks (or labour) and deliveries".

  -> Indeed and as suggested by the asker, whilst my intuition was to extrapolate 'lot' as meaning a batch, besides many other meanings.

Explanation:
It means 'breaking down' the work (and deliveries) into logical units — this is the job of a Project Manager.

It doesn't necessarily imply breaking them down into packages and deciding who does them — though of course that is likely to be a part of the job too!

In fact, rather than using 'breakdown of...' as so common in FR, it would arguably be better to put 'breaking down...' — but that would depend on whether or not you can get away with that within the formulation of the surrounding text.

Cf. the use of 'lot' in tendering / contracting to mean a 'work package' etc.
